You just won't have access to mounts in instances designed prior to their release, so a brand new character will have to complete the introductory story mission first.
Mounts are enormous and ruin the aesthetic that people work for. As it currently stands, you have 7 pieces of armor and 1-2 weapons that define your character overall. You dye the armor to your liking and everything to personalize yourself. A Mount is bigger than all those pieces combined, and wrecks the whole aesthetic.
